Retiring ST0250: A Standard Outgrown by Industry
- The ST0250 – Science Manufacturing Technician (v1.0) apprenticeship standard was approved in December 2014, with a funding band of £27,000 and recorded over 1,200 UK starts by January 2023, which was increase due to the alignment to aseptic based services. - Over time, its broad, generic knowledge and skills frameworks made it less aligned with modern apprenticeship-writing best practices established by the Institute for Apprenticeships & Technical Education (IfATE) .
- As a result, ST0250 was formally retired and replaced. Industry consultation determined the need for more specialised standards by sector—leading to distinct apprenticeships for biotech/aseptic manufacturing, batteries, polymers, and broader process industries
Enter ST1406: A Sharpened Focus for 2023
- The ST1406 – Science Manufacturing Technician 2023 (Level 3) standard emerged in response, tailored for the biotechnology and aseptic pharmaceuticals sectors. It was approved for delivery starting on 3 April 2024, version 1.0 Science manufacturing technician 2023 / Skills England
- ST1406 features a core module, plus two sector-specific options:
- Biotechnology manufacturing technician
- Aseptic pharmaceuticals manufacturing technician
What Does this Means for Apprentices and Employers
For Biology & Aseptic Pharmaceutical Apprentices
- The Biotechnology option trains apprentices to handle processes producing proteins, antibodies, DNA, biofuels, and more using controlled batch or continuous systems, often in clean-room environments .
- The Aseptic Pharmaceuticals option prepares apprentices for API production, blending and formulation, and final filling in sterile environments compliant with regulatory standards
Common Core Skills
All apprentices complete the core skills as part of the KSBs:
- Safely running and maintaining manufacturing processes
- Conducting first-line quality assurance
- Managing documentation and process records
- Participating in risk assessment, continuous improvement, and audits
- Collaborating within and across teams
Apprenticeship Structure & Assessment
- Duration: Approximately 18- 36 months of on-programme learning
- Gateway: Employer and training provider confirm readiness before end-point assessment
- EPA (End‑Point Assessment): Three components:
- Observation with questions in the workplace
- Interview supported by a portfolio of evidence
- Multiple‑choice test
Each apprentice is graded as Fail, Pass, Merit, or Distinction
- Funding: Capped at £22,000 per apprentice—reduced from the previous ST0250 level .
Supporting Learners Completing Under ST0250
Although ST0250 has now been retired for new starts, many apprentices are still working toward completion on this standard. These learners must be supported with:
- Clear timelines to complete on-programme learning and pass through Gateway before any final registration cut-offs.
- EPA readiness guidance to ensure they meet assessment criteria aligned with ST0250’s requirements, which differ from ST1406.
- Ongoing support from training providers and employers in contextualising older learning outcomes within modern workplace practices
Key Improvements Under ST1406
| Area | ST0250 (Retired) | ST1406 (2023 Standard) |
| Focus | Generic cross-sector | Specialised biotech and aseptic pharma pathways |
| Apprenticeship Design | Broad and flexible | Core plus two clear options |
| End Point Assessment | Four components with specific requirements | Rigorous EPA with observation, interview, and written test |
| Funding | £27,000 | £22,000 |
| Industry alignment | Generic cross-sector | Developed by sector Trailblazers to meet industry specifics |
- Industry relevance: ST1406 reflects modern manufacturing settings in biotech and aseptic pharma—from clean-room protocols to regulatory compliance and sustainability.
- Clarity for training providers and employers: Employers know exactly which option to select; training providers can tailor curriculum to industry needs.
- Better-defined learning outcomes: Apprentices gain sector-specific competence recognised by regulators and employers alike.
The transition from ST0250 to ST1406 marks a decisive move toward specialisation, structure, and industry alignment for science manufacturing apprenticeships in the UK. If you’re an employer or education provider aiming to develop talent in biotech or aseptic pharmaceutical manufacturing, ST1406 delivers sharper, more relevant standards—ensuring apprentices are equipped with the latest skills and workplace readiness.
